Many of today's new homes belong to an HOA, or a Home Owners' Association. This is a group of people who live in the neighborhood who dictate the rules of the neighborhood and what the houses look like. They are put in place they claim so that the neighborhood does not lose value over time. They usually charge a mandatory membership fee, and in Chandler, property management fees are bothering a lot of people.
HOAs first became prominent in Los Angeles and the other towns of Southern California. They formed the laws of their small towns and neighborhoods and sometimes set the requirements exceptionally high to move in. The town of Irvine is an example of this.
